Actually his legal theory is fairly good, but i dont think they would prevail. I suspect that Trump will keep daca as a bargaining chip for a long time. The most important feature of reform will be everify and steep fees for businesses. In a way keeping the issue on the table helps trump, it keeps the attention on the dreamers while he hopefully puts real enforcement measures in place. Then once the wall is built, the criminals are sent back, there is real interior enforcement you can address daca. But, by that time it doesn’t matter because you have all the best pieces in place.
